HFMA Shifts to New Chapter Performance Management System

HFMA has taken action the past year that will significantly affect the nature of the relationship between HFMA and its chapters. The implementation of the Davis Chapter Management System (DCMS) will redefine the basis for recognition and performance management. The Davis System replaces the Graham L. Davis (GLD) Chapter Incentive Program effective May 1, 1997

The purpose of the Davis Chapter Management System is to insure the delivery of services to members that satisfies their quality while contributing to the growth of HFMA's human and financial resources.

The Davis System reflects the changes in chapter management practices that currently characterize American business and healthcare management. It is fundamentally, based on the assumption that chapters can and will act in the best interest of their members and HFMA when given the freedom to do so. This means a much less "paternalistic" attitude on the part of the National organization. The system is highly focused on purpose and results and on the quality and improvement of chapter management and services to increase member satisfaction

Another significant shift is that the Davis System encourages collaboration and cooperation among chapters, regions, and other organizations. Under the GLD Program, many chapters "competed" against each other to win awards and receive recognition. The new system encourages cooperation and provides an environment for leaders to learn from one another, improve practices, and achieve results. Awards and recognition are not limited to "the most deserving chapters". Recognition is available for all deserving chapters.

Chapters are still required to fulfill charter requirements to ensure that the chapter provides a minimum level of service that is consistent with other chapters and to ensure that the chapter remains a viable part of HFMA. Some of the charter requirements are: delivering four education programs a year, publishing four newsletters each year, and publishing an annual report to the member, maintaining a strategic planning process, and reporting chapter activity quarterly.

What does all of this mean for the HFMA member? Members may notice more collaborative efforts between chapters (newsletters, education programs, and member directories). Members may have more access to information and resources from other chapters. Also, members may find out more about the successes and significant results achieved by the chapter.

The Davis System will be monitored and reviewed by the chapter leaders, regional leaders, National staff and the GLD Task Force to ensure that it continues to serve its purpose.
