Board Member Profiles
Marci S. Thomas
Marci is currently the chairperson for the Georgia Chapters Managed Care Education Program, a curriculum of 23 managed care courses. In addition, she teaches a managed care course at the University of North Carolina at Chapel Hills residential Masters in Health Administration program.
Marcis other health care activities include working with clients on third-party reimbursement, hospital joint ventures, debt financing, due diligence reviews for purchases of physician networks and managed care companies, corporate compliance programs, and Medicaid readiness programs. She is a frequent speaker at local and national health care industry conferences and has published articles on managed care, health care information management and compliance.
Marci received her BBA in Business Administration from Georgia State University and is currently working on a Masters of Health Administration-Executive Program at the University of North Carolina at Chapel Hill.

Charles S. Mann
Chip joined HFMA in 1987 and has served the Chapter in many capacities: He has been active with the GLD Committee; Institutes Committee publishing and distributing the institute brochures; Membership Committee; and most recently as editor of the Georgia Scroll for 1996-1997. Additionally, Chip has instructed and coordinated many presentations at the quarterly HFMA Institutes.
Chip graduated from the University of Alabama summa cum laude with a Bachelor of Science degree in accounting in 1985 and obtained a Masters degree in taxation from the University of Alabama with highest honors in 1986. Chip is a healthcare consultant with Arthur Andersen in Atlanta and assists his clients in addressing ever-changing tax issues.
Cynthia M. Purlee
Cynthia M. Purlee, CPA, received her BBA in Accounting from William and Mary College in Williamsburg, VA and a MS in Healthcare Policy and Administration from Mercer University in Atlanta. She is currently the Director of Materials Management for DeKalb Regional Healthcare System.
Cynthia has been an active member of the Georgia Chapter for many years and has served in a variety of roles. She received her Fellow designation with HFMA in September 1990.
Tammy Herndon, FHFMA
Tammy Herndon joined the Georgia Chapter HFMA in 1989. She has worked in healthcare since 1982 at Tift General Hospital where she is currently Director of Financial Planning. Ms. Herndon completed the CPAR requirements in 1992, achieved Advanced Member status in 1993 and attained her Fellow certification in 1994. After serving on various committees and most recently chairing the survey committee of the Quality Council, Tammy was elected to the Board of Directors for the 1998-1999 term. Ms. Herndon was awarded the Ann P. Longshore award at the 1998 Callaway Institute. Tammy has earned a Bachelor of Science degree from the University of Georgia and an Bachelor of Business Administration from Georgia Southwestern University. Ms. Herndon resides in Tifton with her husband Drew and their two daughters, Alex and Lindsay.
Deborah S. Kolb, Ph.D.
Debbie Kolb is Executive Vice President of Jennings Ryan & Kolb, a national healthcare management consulting firm. She directs the firms consulting practice in the Southeast. With more than 19 years of experience in health care consulting, Debbie specializes in strategic, managed care, and regulatory planning. In addition to authoring numerous articles, Debbie frequently serves as faculty for educational programs, including many for HFMA.
She received her Bachelors of Arts degree from the University of Georgia and her Ph.D. and M.B.A. degrees from the University of North Carolina at Chapel Hill.
Outside work and HFMA, Debbie enjoys reading, movies, gardening, and travel (now planning a trip to China for late September).
Alexis (Lex) A. Klamke
Alexis (Lex) A. Klamke will be the President-Elect of the Georgia Chapter HFMA for the 1998-99 year. Lex is the CFO for Newnan Hospital and Beaulieu Convalescent Center. He is a proven financial manager with 28 years experience in establishing and managing operations in health care organizations, and has been an HFMA member since 1977. Lex attended Texas A&M University and Georgia State University where he earned his BBA. An active member of the Georgia Chapter, Lex served as Program Chair, Secretary, Treasurer, and board member. He received the Follmer Bronze Award in 1984, the Reeves Silver Award in 1991, and the Muncie Gold Award in 1995.
Thomas Y. McBride III, CPA
Thomas Y. McBride III, CPA is currently the Senior Vice President and CFO for Gwinnett Hospital System. Prior to joining GHS, he served in various capacities at St. Josephs Hospital in Augusta, Georgia from 1976 to 1992. Thomas received his MBA from Augusta State University. He is a volunteer and active member in a number of service and professional organizations. He is also a board member of the Gwinnett Boys and Girls Club, as well as a member of the Gwinnett Rotary Club.
Joseph A. Parker
Joseph A. Parker is the president and CEO of the Georgia Hospital Association in Marietta. Mr. Parker, who has more than 27 years experience in health care management, joined GHA in 1978 as the director of financial services and in May 1986, was named president of the association. Joe serves as president of each of the subsidiaries and chairman of the board for Allied Claims Administration. After graduating from Georgia State University in 1969 with a BBA degree in accounting and hospital administration, Joe served as the CFO of the Georgia Baptist Medical Center in Atlanta for eight years. Presently, he serves on the Region 4 Advisory Board of the American Hospital Association (AHA), and numerous committees and task forces of the AHA. He also serves as a board member on the Georgia Chamber of Commerce, Georgia Chapter of HFMA and Georgia Partnership for Caring and is an active member of the Georgia Group Funds Association and the Georgia Providers Council.
Eddie Phillips
Eddie Phillips is a Principal in the Ernst and Young Atlanta Office Tax Practice with more than 17 years experience in public accounting. Eddie specializes in serving health care organizations and tax-exempt entities. Eddie is a member of the Alabama Society, Georgia Society and American Institute of Certified Public Accountants. He is also a member of the Healthcare Financial Management Association. He has served on the Board of Directors of the Georgia Chapter HFMA. Eddie is very active in the community, having served on the Board of Directors of several non-profit organizations, including Camp Twin Lakes and the Cystic Fibrosis Camp of Georgia. He has also been serving as the President of The University of Alabama Atlanta Boosters Club.
Lee Evins
Lee Evins has been in healthcare for over 23 years. His experience includes periodic responsibilities for Admitting, Cashiering, Central Supply, Communications, Materials Management, Medical Records, Patient Financial Services, and Social Work. He recently completed his Masters in Health Services Administration. An active member of HFMA since the early 1980s, Lee has served as Institute Council Chairman, Chairman of the Council on Group and Individual Effort, Chairman of the Healthcare Teaming Council, Vice Chairman of the Communications Council and has served on CPAR, Patient Financial Services, Reimbursement and Third Party Relations, and other committees. As if this doesnt keep him busy enough, Lee is an active member of his church, is the District Chairman of Explorers for the Boy Scouts of America in Richmond County, is a member of the Augusta Retail Credit Association, and is a member of the Speakers Bureau at Saint Josephs Hospital in Augusta, Georgia where he is the Corporate Director of Patient Financial Services. Lee is the President of the Georgia Chapter.
